Executive Board Minutes, Annual Conference

Call to Order
Linda Bixler called the meeting to order at 10:00 a.m.

Approval of the Minutes
Motions carried to approve the Executive Board minutes of July 10, 2007, with two corrections,
the Executive Board minutes of April 11, 2007, with two corrections, and the Membership Meeting
of April 22, 2007, with no corrections.

Officer Reports

a) Chair
Linda Bixler acknowledged the newly elected officers:
- Steven Ring, ViceChair/Chair-Elect
- Francis May, Secretary/Treasurer
Linda then summarized the academic library programs at conference, sharing a TLA brochure
listing conference programs relevant to academic librarians. She thanked the Program Committee for
making the brochure and urged the Board to work with the Program Committee to continue this
practice at future conferences. She noted that the brochure clearly shows the variety of programs
at Conference that are important to academic librarians. Linda urged the Board to use this kind of
marketing to encourage more academic librarians to participate in TLA, noting that it is important
to work within our state as well as on a national level, and that we gain in power by collaborating
with colleagues from other types of libraries.

b) Vice Chair / Chair Elect
Janice Lange discussed plans for programming at the 2009 Annual Conference. She introduced
a proposal to invite October Ivans to return as a speaker to discuss trends in scholarly publishing
, noting that her previous presentation on this topic was very popular and that she accurately
predicted publishing trends that are likely to have a significant impact on operations in all
types of academic libraries.
Janice then opened the floor to discussion of other program ideas, noting that the
conference theme -- “Creating Communities of Ideals and Innovation” --, offered a chance to
emphasize ways to give our users an opportunity to have direct input. Linda Bixler suggested a
program on the LibQual survey. Karen Hopkins noted that ARL may provide a speaker on this topic
free of charge. She also suggested that the program could be expanded to cover ClimateQual, a
broader survey of organizational culture being developed by ARL and the University of Maryland.
- Committee summaries
- a) Legislative Committee
Joe Dalstrom gave an overview of current legislative priorities.

TexShare – No additional money was made available in the last biennium. We will pursue
money to keep what we have and to expand the program.

Community College Purchasing Rules –We will work with Gloria Miraz to fix conflicting
language in the laws granting community colleges with an exemption for serials purchasing.
Current language creates a conflict under the TEA purchasing guidelines and makes it hard
to bid out serials.
Joe thanked CULD for the support that allowed him to attend TLA Legislative Day with his
daughter Molly. Linda Bixler proposed to continue this support.
A motion passed to contribute $1,000 to send Joe & Molly Dahlstrom to TLA Legislative Day.

b) Information and Membership Committee
Kim Wiley described updates to the CULD web site and the campaign to increase membership.
There was an increase in membership this year. The committee will follow through with a
campaign to continue this increase next year. There was a proposal to conduct a new
membership survey to compare with the survey from two years ago. This data could be used
to plan future programs and marketing.
Steven Ring will send copies of the previous survey to Kim. Kim will work with the
committee to develop a new survey, which will be posted in August 2008.
- c) Scholarship Committee
The scholarship recipient is Shannon Martinez.

TLA Program Committee Liaison
Karen Hopkins described efforts to open up the TLA Program Committee to a large number of
members from all over the state. All meetings will include an online option for members
who cannot attend face-to-face meetings. A wiki has also been set up to allow all members
to contribute ideas and collaborate without face-to-face meetings.
The conference theme is “Creating Communities of Ideals and Innovation,” chosen to
advance the elements of transformation outlined in “Transforming Texas Libraries”:
- User Focus
- Universal Access
- Partnerships and Collaboration
- Outreach
- Marketing
- Accountability and Preparation
Proposals for the 2009 conference include: a day for museums and archives and an expanded
teen day with an area to get teens together with authors. There will also be an assessment
track. Program sponsors are encouraged to partner as much as possible.

New Business from Membership
A motion passed to fund a $1,000 contribution to Tall Texans.
