from the Chair

Wow.
What a fall semester THIS has been. Everyone in CULD sends good thoughts and
best wishes to our colleagues along the Texas coast. We hear that some of you
have just recently been able to return to your campuses. We have heard from the
University of Texas Medical Branch at Galveston that the library escaped any
serious damage. Texas Chiropractic College in Pasadena reported that there was
little damage from Rita. All their efforts covering shelving and protecting
unbound journals were good practice, though. Staff at the Mary and John Gray
Library at Lamar University in Beaumont just returned to their library last
week, returning to blown out windows and some water damage. There are many
others who we have not heard from and the rest of us in the state are eager to
hear your stories.
Before
Hurricane Rita several other Texas colleges and universities were welcoming
students from New Orleans seeking an education despite the ravages of Hurricane
Katrina. We were finding ways of including them in late registration on our
campuses and clearing obstacles for access to library materials. All of these
events remind us of what is really important as well as the value students have
for their college experiences that include library services.
Your
CULD officers and committees have been working for the past few months on
several projects. Ted Drake has headed the effort to revise our Bylaws to
incorporate several technical changes to make CULD a stronger and more effective
Division. Programs have been finalized for the 2006 TLA Annual Conference,
“Libraries: Igniting the Passion,” to be held April 25-28, 2006 in Houston. You
can find more information on both of these topics in this Newsletter. The
Membership Committee is developing a survey aimed at increasing our membership.
The Scholarship Committee will be distributing scholarship information,
including the submission deadline, in the middle of November. Be looking for
this information coming to you soon. Occasionally be sure to check the CULD
webpage for our developing new look.
I
encourage all of you to review the TLA Strategic Plan. There are a few days left
to give input into the revisions which will be finalized in 2006. TLA is a
dynamic organization with over seventy units. Currently CULD comprises
approximately 12% of the voting membership. As a Division our voice is only as
strong as our membership and our willingness to be active within the TLA
organization. I urge each of you will encourage your colleagues to belong to
TLA. Remember, CULD is also the Texas ACRL Chapter.

Information outreach to communities. The community college libraries and public
libraries are ideal partners this effort. During a panel discussion different

The
Nominations Committee, chaired by Ed Kownslar (Texas A&M University – Corpus
Christi), has begun working. Other members of the Committee are Jeanne Pyle
(The University of Texas at Tyler), and Patricia Stinson-Switzer (University of
North Texas). Cary Sowell (Austin County Community College) will be the
incoming Chair for 2006-2007, and the Nomination Committee will be selecting
nominees for Chair-Elect and Secretary/Treasurer.
CULD Bylaws
Revision
Recent changes in TLA
Conference planning have moved the responsibility for conference programming
from the chair-elect to the chair. We thought correcting this in our bylaws
would be a simple matter but when we compared CULD bylaws with those recommended
by TLA (http://www.txla.org/html/docs/model.html
) we learned that we have an opportunity to do what TLA did long ago. We propose
to completely redo the bylaws to move all specific duties and responsibilities
to the Standing Rules where changes require only a simple vote by the CULD
Executive Board rather than a revision of bylaws which must be approved by
membership - a process taking up to a year or more.
We also discovered that
the CULD bylaws do not currently allow for electronic voting which means CULD
will not be able to take advantage of this new TLA service until the bylaws are
changed. Additionally while the Community and Junior College Discussion Group is
specifically addressed in the bylaws there was great ambiguity concerning
programming for this group from limited CULD funds and there were no provisions
for creating new discussion groups.
In order to address
these problems the ad-hoc committee for bylaws revision (Ted Drake, Tarrant
County College; Martha Rinn, Texas Lutheran University; and Earnstein Dukes from
Texas Tech) have worked with the CULD Executive Board and the Community and
Junior College Discussion Group leadership to address these issues prior to
submitting a bylaws revision to membership.
