The Federal Depository Library program in 1972 added the highest appellate courts of the states to the system and by 1977 more than 1,200 libraries were participating. The Depository Library Council to the Public Printer was established in 1972 and held its first meeting in February 1973. Its antecedents date back to 1963 when seven librarians were asked by the Public Printer to serve on an advisory committee on depository libraries. The original advisory committee was formed at the recommendation of the Senate Committee on Rules and Administration during its consideration of revised legislation on depository libraries.
In 1976 the Superintendent of Documents began sending Documents Highlights, the forerunner of Administrative Notes, every-other-month to FDLP libraries. And in 1977 the Joint Committee on Printing authorized the Government Printing Office to distribute microfiche to depository libraries and finally in 1978 law libraries were added to the Federal Depository Library Program. Current Federal Depository Libraries who joined the Program during the 1970's are: Arlington Public Library, 1970; Lee College Learning Resource Center, 1970; Texas Lutheran University, 1970; San Antonio College Learning Resource Center, 1972; Texas State Law Library, 1972; University of Texas at Dallas, 1972; University of Texas, San Antonio, 1973; University of Houston, Victoria, 1973; Irving Public Library, 1974; North Harris College Library, 1974; Texas A&M University, Corpus Christi, 1976; Abilene Christian University, 1978; Texas Tech University Law School Library, 1978; and the University of Houston Law Library, 1979.
The Texas State Library and Historical Commission (later the Texas State Library and Archives Commission) with the assistance of its Government Publications Department and the Legislative Reference Library published a state documents classification system and other depository management tools and then through the Texas State Publications Clearinghouse began to structure a Texas State depository program similar to the federal one and in 1978 began to publish Public Documents Highlights (vol. 1, Fall 1978 - vol. 8, Winter 1988) as an administrative newsletter for documents librarians throughout the state - this mirrors the Documents Highlights produced by the FDLP. The Commission continued to publish Texas Libraries as a way to promote its programs and services.
The Texas Library Journal (vol. 26, no. 1- , Mar. 1950- ) continued to expand the coverage of the Association's news and professional librarianship in Texas. During the 1970's the TLA Annual Conference Program was discussed in the Spring or Summer issue and directory of Association officers was also printed in the Journal. It was during the 1970's that the informal Documents [Interest] Group became the Government Documents Round Table. Meeting Minutes of the Government Documents Round Table are now kept and placed in the TLA Archives at the Texas State Library and Archives Commission.

[Excerpt] As government becomes more sophisticated and encompassing, as the people's right to know becomes a nationally accepted doctrine, government documents become more important. State documents are a vital part of Texas Libraries' full service to the community. Some Texas libraries have collected documents since the early 1900's; however, there is little literature on their treatment even today. Now attitudes are changing. In 1971, TLA established a Documents Round Table; in 1972, the American Library Association followed the lead of the states and established its Government Documents Round Table which has made giant strides in establishing standards for state documents. The Texas State Library has also acknowledged state documents' vital role. Beginning with the Fall 1974 issue, Texas Libraries will include a new regular feature "Documents Dialog," and the Library's documents will be gather in a separate state documents collection, to be staffed professionally. It is possible that they will provide assistance and leadership to other documents librarians throughout the state in the future . . .
As a prelude to the ALA Conference GODORT meetings, a questionnaire was circulated to find out what Texas documents librarians were doing. That 26 responses were received within two weeks of the mailing indicates, in itself, that the subject merits much more attention than this brief overview can provide . . . .

Spring 1976 A sponsored workshop on Federal Documents, January 9-10, 1976 at University of Houston had 135 attending. Speakers included the Superintendent of Documents and Bernadine Abbott Hoduski, Joint Committee on Printing Staff member, Director Library and Statutory Distribution Services, Government Printing Office, James Levisey, NTIS representative, Marvin Wilson, and many practicing documents librarians from Texas and Louisiana.
This was a wonderful conference and marked the beginning of a new awareness of national government information issues and the role of librarians as activists who can affect the way the Depository Library Program is funded and administered.
This conference bought to us issues normally discussed at the American Library Association meetings. The positive attitude of the speakers from Washington and the participants was similar to an old fashion Texas tent revival. One of the best conferences I've ever attended.

Abstract: Non-SuDoc' refers to government publications other than those received from the U.S. Superintendent of Documents. Most document librarians prefer to arrange the various levels of government publication in separate collections. Some of the classification schemes in use are discussed; the most commonly used categories are: agency, form and title designator. The scheme used by the University of Texas at El Paso Library is described in detail. Its main aim is to give each publication a unique shelf-location number-for subject access reliance is placed on the guides, bibliographies, indexes and catalogues issued by government agencies. The first element in a call number indicates level of government, the second identifies the issuing agency, country, state or city, and the third indicates form.

Abstract: A survey of state agency libraries in Austin, Texas, revealed a need for selection/retention policy guidelines to help maintain better bibliographic and physical control over the collections. All 20 of the responding libraries indicated that they had a clear notion of the purpose of their collection, but only 8 had a written statement of purpose, and only 2 had a written selection policy. In light of this survey, specific suggestions are offered for collection development policy writing in small special libraries.

The Texas State Publications Clearinghouse of the Texas State Library has prepared this list of materials pertaining to legislative and executive branch publications on the state and local level. Judicial branch publications are judged inappropriate as they are best left in the domain of the law library.

Abstract: Brief account of summary of a report by Allen Quinn of the Information Services Division, Texas State Library, on the progress made since 1977 when the Texas Library Association and State Library sponsored the First Annual Government Documents Conference on state documents and 50 attended. The second conference in 1977, was a greater success with 260 attended. Quinn also announced the first issue a new quarterly, Public Documents Highlights for Texas and a Title and Subject Index to Texas State Documents for the Year 1977.
