The Federal Depository Library Program continued to expand the formats available through the Program and in 1988 the first CD-ROM was distributed to depository libraries and talk began of an electronic future. The 1984 proposed revisions to the Office of Management and Budget Circular A-130, promoting less government agency competition with the private sector in the distribution of government information. This Circular created quiet a stir among documents librarians and more than any other issue served as the catalyst for organized advocacy of a revision of Title 44 and a new federal information policy.
Current Federal Depository Libraries who joined the Program during the 1980's are: University of Houston, Clear Lake, 1980; South Texas College of Law, 1981; Baylor University, 1982; St. Mary's University Law Library, 1982; Texas Southern University, 1982.
The Texas Publications Clearinghouse continued its efforts to expand its services to State Depository Libraries and Texas documents specialists like Catherine Harris, Texas Advisory Commission on Intergovernmental Relations published Texas documents reference tools. And the Texas State Library and Archives Commission continued to promote Texas libraries through its Texas Libraries.
Many Texas depository libraries began adding the GPO electronic cataloging records available through vendors such as Marcive, Inc. and also began downloading the Texas documents OCLC cataloging records input by the Texas State Library and Archives Commission, Cataloging Department. Access to documents through the various library online catalogs did more to open documents collections to the public than any other service had up to that time.
The Texas Library Journal (vol. 26, no. 1- , Mar. 1950- ) continued to expand the coverage of the Association's new and professional librarianship in Texas. The TLA Government Documents Round Table members agreed on the need to publicize documents to the general TLA membership and create an interest in the use of documents. Conference program topics were developed for this purpose.
During the 1980's an expanded TLA Conference Program was published. Abstract: A review of recent changes in government information policy by the proposed revisions to Office of Management and Budget Circular A-130. This revision places emphasis on non-competition by federal agencies with the private sector publishers, encourages the privitization of government information, and alters definitions of various government information formats. If implemented as proposed, OMB Circular A-130 could place restrictions on the type of materials received by Federal Depository Libraries.
