U.S. Mexico For Culture: Detailed Project Description

1. Title of the project

Librarian Exchange Program Between Texas and Mexico

2. Brief description of project

The objective of this project is to enhance communication, understanding, and the sharing of knowledge and expertise between Texan and Mexican librarians. The funding for this project will give selected Texan and Mexican librarians the opportunity to visit each others' libraries, gain familiarity with resources and collections, participate in conferences and workshops, and share expertise about library procedures, policies, and technology. In addition, both groups will gain familiarity with the other's culture and language.

3. Proposed results

  • Stronger working relationships between Texan and Mexican librarians that will manifest in future agreements for inter-library loan services, joint workshops, and increased participation in library conferences in both Mexico and Texas.
  • Final report on the success of the exchange program which will include the evaluations of the participating librarians. The results of the project will be presented at the annual Texas Library Association conference.

5. Work Schedule

The work schedule consists of five phases. Phase I will consist of the promotion of the program and selection of candidates from both Mexico and Texas. This phase will start in January, 1997 and will continue throughout the year until all appropriate candidates are selected. Phase II of the project involves the development of a workplan with the candidate and the coordination of that plan with the host university. During Phase II travel arrangements will be made, accommodations arranged and confirmed, and a detailed workplan of visits, workshops, and conferences will be organized at the host institution(s). Phase II will begin in March, 1997 upon the selection of appropriate candidates and will continue until designated funds are exhausted. Phase III will involve the actual placement of the candidate in the host institution and/or involve visits to selected institutions depending on the workplan. During this phase the candidate will travel to host institution and be met by host coordinator. Phase IV of the project involves a debriefing of the candidate by the committee and the preparation of an program evaluation report to be presented to the Texas-Mexico Relations Subcommittee by the candidate. A copy of this report will be sent to the host coordinator and the host institution. Phase IV will begin when the candidate has completed the exchange program.

Details of Workplan Phases

Phase I. Exchange Program Promotion and Selection of Candidates

Start Date: January 1997

 Promote the exchange program among Texan and Mexican librarians using the following:

  1. World Wide Web page developed by committee members
  2. Electronic Listservs on the Internet (LibRef-L, EducBiblio, BiblioMex)
  3. Mailings to Texas and Mexican institutions
  4. Promote exchange program at FORO Conference in Ciudad Juarez in February, 1997

 Make selection of candidates by committee members

  1. Review applications and check references
  2. Interview candidates in English and Spanish
  3. Make final selections by committee consensus

Phase II. Development Of Workplan With Candidate, Arrangement of Visit With Host Institutions(s)

  • Development of workplan with the candidate
  • Coordination of activities with host institution and host coordinator
  • Arrangement of travel, lodging, and other activities in host country

Phase III. Candidate visit to host institution

  • Final arrangements are made and confirmation of workplan is made with host coordinator
  • Host coordinator meets candidate and assists with visit plans.

Phase IV. Program debriefing and evaluation

  • Telephone interview with the candidate for initial debriefing of visit activities
  • Preparation of an evaluation report by the candidate to be submitted to the committee no later than two weeks after returning from the visit
  • Presentation of the results of the program at the Texas Library Association Annual Conference.

6. Travel Needs

Travel needs will be determined by the workplan of each candidate in Phase II of the project plan and subsequent arrangements for travel and lodging will be coordinated at that time. Definite dates and places will not be known until the candidate has passed through Phase II and a workplan has been developed. Names of participants will also not be known until Phase I. when the selection of appropriate candidates has been made final. At this time candidates will be know as:

There may be more than six candidate selected depending on funds available.

During the promotion phase of the project (Phase I.) one member of the Texas-Mexico Relations Subcommittee will be traveling to the FORO conference to advertise and promote the program, and if possible interview candidates for selection. This conference will be in Ciudad Juarez, Mexico in February, 1997. It has not yet been determined which one of the committee members will be traveling to the conference.

7. Payment Schedule

Since the program will involve the selection of candidates throughout the year depending on pool of candidates obtained, and their availability for travel as well as the availability of the host institution, we will require three staggered payments over the next year. The dates of each of the three payments are as follows:

January 15, 1997 - $3,000.00

March 15, 1997 - $3,000.00

July 5, 1997 - $3750.00

8. Other Sources of Support

The Texas-Mexico Subcommittee has a very small budget for this fiscal year of $650.00 which will help supplement part of program costs.

The Texas-Mexico Relations Sub-committee will tailor the funds to the needs of each individual candidate workplan according to the parameters above and no fewer than six librarians will participate. If funds can be stretched to accommodate more participants, additional candidates will be selected and visits will be arranged. The supplementary funds committee now has will be used to promote the program through web page development, mailings, and FORO conference fees.
