James L. Love was a longtime trustee, library advocate, and recipient of the TLA Library Trustee of the Year Award in 1964. Shortly after his death, the T. L. L. Temple Foundation and the Texas Library Association created the Love Award in 1987 to honor his memory.

Under the terms of the agreement, the fund is "restricted for a period of 30 years with the earned income to be used for grants to small public libraries in the East Texas area" located in counties in which T. L. L. Temple, or corporations organized by him, operated or owned land. All the counties are in District 5 (NETLS) and District 8 (HALS). The definition of a small public library is one serving 10,000 or fewer individuals.

The Love Award Committee is comprised of the NETLS system coordinator, the HALS system coordinator, and a liaison from the Texas State Library and Archives Commission. The award is announced annually at the Library Friends, Trustees and Advocates Luncheon which is held during the TLA Annual Conference.

The annual award amount varies from $700 to $1,000, depending on the fund's investment earnings for the year.
