Texas State Library and Archives
Commission Sunset Process

The Texas State Library and Archives Commission (TSLAC) will undergo a legislative Sunset review in 2007. This Sunset process is a regularly scheduled evaluation of every state agency. Usually, sunset review takes place every 12 years.  In 1995, the 74th Legislature reauthorized the Texas State Library and Archives Commission through 2007 by Senate Bill 366.

As part of the Sunset review process, agencies, their clients and interest groups, and the Legislature identify ways in which the agency’s missions and programs can be refined to better meet the needs of the citizens of Texas.

Preliminary list of questions

  1. In your opinion, what should be the primary mission and functions of the Texas State Library and Archives Commission? Should the agency be continued?

  2. Outside of additional funding, how can the agency do a better job of meeting the needs of the public, libraries, archives, local records centers, people with disabilities, students, and researchers?

  3. What changes if any should be made to the structure, size, or responsibility of TSLAC?

  4. What changes if any should be made to the structure, size, or responsibility of Library Systems?

  5. What changes if any should be made to the structure, size, or responsibility of TexShare?

  6. What changes would the State Library need to make to be more responsive to libraries?

  7. What services, if any, does TSLAC provide that are not necessary for meeting its core functions?

  8. How can TSLAC improve management of library programs and grant processes?

Most of the activity involved in Sunset review occurs in the two years before the scheduled year. The Texas State Library's  self study was presented to the Sunset Advisory Commission in August 2005. As part of the process, the TSLAC has worked with stakeholder groups to gather information.  Additionally, the Sunset Advisory Commission sought input from constituent groups, both in writing and through a formal hearing process.
