Texas Book Festival
Celebrates 10th
Anniversary

Follow American history from the Revolutionary War to the Civil War with noted historians David McCullough, Doris Kearns Goodwin, and Garry Wills at the 10th annual Texas Book Festival. The event will be held on the grounds of the Texas Capitol,  October 28-30, 2005.  Experience a series of Unfortunate Events with Lemony Snicket and aid Alexander McCall Smith in unraveling the next mystery at the No. 1 Ladies Detective Agency. 

Other featured authors include Christopher Paul Curtis, T. R. Fehrenbach, John Hope Franklin, Joaquin Jackson, Mayra Montero, George Packer, Jane Smiley, Liz Smith, Luis Alberto Urrea, Eli Wallach, and Simon Winchester.  More than 150 authors will participate in this year's Festival which includes panels and presentations, book signings, a children's area, the Bon Appetit, Y'all Cooking Tent, a book fair, a taste of Texas music and food, and much more. 

The Texas Book Festival benefits Texas public libraries. With funds from last year’s event, the Festival surpassed the $1.65 million mark in total grant funds awarded to public libraries since its inception in 1996. 5th West Texas Book Festival

The fifth annual West Texas Book and Author Festival will be a week-long event, September 20-24, in Abilene. The Festival culminates in a big day of festivities on Saturday at the Abilene Civic Center. About 20 Texas authors will participate in panel discussions that day. Most sessions are free.

Featured authors include: Liz Carpenter, Elmer Kelton, Walt McDonald, Carlton Stowers, Joaquin Jackson, Rena Pederson, Dixie Cash, W.K. “Kip” Stratton, Kimberly Schlegel, and children’s authors Jan Peck and David Davis.

    Legislative Recap & School Instructional Costs


Given the Legislature’s inability to finalize a new funding system and educational reforms for Texas schools, the issue of public education is very much an open question. While many reports have speculated that the Legislature will wait to see if the Texas Supreme Court provides any guidance in how the matter should be addressed, various scenarios are possible.

For libraries, one major policy decision is very much alive. The Governor issued an executive order directing the Texas Education Agency to establish a procedure for requiring districts to allocate at least 65% of revenue to direct instructional costs, as defined by the National Center for Education Statistics. Such an action could make library services ineligible for the 65% funding.

This issue proved extremely controversial during the Regular 79th Legislative Session and during both special sessions. Educator groups, including TLA, lobbied against such an action. The language was eventually broadened in the final Senate version to include school library programs.  However, since the education reform bill did not make it through the House, no provision was instituted.

The Governor’s action reopens the matter. In response, the Texas Education Agency plans to create a task force to look at the issue of instructional costs and determine a workable definition.  The task force, which is composed primarily of ISD superintendents, will begin meeting on September 7. It is critical for school librarians and other educators to contact these administrators and inform them of the critical role of school libraries in instruction and student achievement.  For additional information on the task force, go to: www.tea.state.tx.us/press/65percentrelease.html.

One legislative initiative that did pass the Legislature this summer is SB 5, a telecommunications bill that offers additional deregulation incentives and allows telecommunications companies to compete in broadcasting. Of interest to libraries, the measure extends telecommunication discounts (those created in 1995 as part of HB 2128) for schools, libraries, and institutions of higher education.

TSLAC Legislative Sunset Review

The Texas State Library and Archives Commission (TSLAC) will undergo a legislative Sunset Review in 2007. This Sunset process is a regularly scheduled evaluation of every state agency. Usually, Sunset Review takes place every 12 years.  In 1995, the 74th Legislature reauthorized the Texas State Library and Archives Commission through 2007 by Senate Bill 366.

As part of the Sunset Review process, agencies, their clients and interest groups, and the Legislature identify ways in which the agency’s missions and programs can be refined to better meet the needs of the citizens of Texas. As a major agency stakeholder, TLA will participate in this process and invites its members to provide feedback on the agency and its functions.

As part of this effort, TLA held a public forum during annual assembly to hear feedback from the library community. Participants responded to a set of questions, which are also posted on the TLA website.  Additionally, you can find information about the Sunset process, including a timeline and information on how you or a group of stakeholders can participate in the process. Any TLA member is invited to answer these questions online. TLA will use public comments to help shape the association’s responses to the public Sunset process.  

The Texas State Library and Archives Commission is the central state government mechanism to foster library services in the state. Increasingly, the agency is working with all types of libraries. Everyone is encouraged to offer comments the help us craft a vision for what the agency should do over the next 12 years.

Annual Assembly

Almost 500 librarians and library supporters participated in the 2005 Annual Assembly at the Hyatt Regency on Town Lake in Austin.  The hectic schedule of meetings was highlighted with presentations by Representative Dan Branch (R-Highland Park), who spoke at the assembly-wide luncheon and discussed the challenges and need for an improved method for dealing with education and school finance.

Julie Todaro, chair of the New Initiatives Task Force, and President Gretchen Hoffmann participated in spirited discussion on Monday evening, July 12, related to professional ethics and educational preparation.  Participants brainstormed possible responses to a number of ethical issues they face daily.  This event, along with the "Ethical Issues Survey in Libraries" earlier this year, will impact the work of a new task force on Professionalism in Library and Information Science Education chaired by Bonnie Juergens.

TLA elections will be held in February 2006. To be eligible to vote, you must renew your TLA membership for 2006 by February 1. Elections will be held online. Any member who wishes to submit a traditional paper ballot will have the option of doing so.

Speaking of Elections…

Last year’s first effort at electronic balloting proved hugely successful. The majority of TLA members who voted opted to do so electronically. Many cited the ease and timeliness of using online balloting.

The year, any eligible TLA unit will also have the option of conducting unit elections through online balloting. An eligible unit is one whose bylaws specifically allow for electronic balloting or that does not prescribe printed balloting exclusively. If your unit is eligible and would like to learn more about holding your unit’s elections online, contact TLA Executive Director Patricia Smith at pats@txla.org.

Call for Contributed Papers for TLA 2006 Annual Conference

 The Texas Library Association 2006 Annual Conference Program Planning Committee seeks contributed papers for the annual conference in Houston, April 25-28. The theme for the conference is Libraries: Igniting the Passion.  We will, however, gladly accept contributed papers on any topic. Share your ideas with fellow colleagues by describing projects and/or research in a paper that can be presented in a 20-minute time period.

Complete information is on the TLA website.  An interactive electronic proposal submission form is provided as well as a printable form. Proposals are due by 12 midnight CDT, Friday, September 23, 2005. The finished paper is due by 12 midnight CDT, Monday, December 5, 2005.

TLA is now accepting nominations for association awards, including Librarian of the Year, Outstanding Services to Texas Libraries, Lifetime Achievement, Wayne Williams Project of the Year*, and Benefactor Awards.  The deadline is fast approaching. *At Annual Assembly, the TLA Council approved the Awards Committee's motion that the Project of the Year Award be designated the Wayne Williams Project of the Year Award. The award will now be in memory of bookseller Wayne Williams, who for 30 years was a friend of Texas librarians. For the past 11 years, several librarians have made annual donations to help the fund reach its current endowed level. Annual earnings will be used as a grant award for the Wayne Williams Project of the Year recipient.

Highsmith Library Award

The 10th annual Highsmith Library Award will recognize two libraries - one school and one for all other library types (i.e., public, academic, special) – that have implemented creative marketing projects and/or promotions to enhance their visibility within their service community (example: library websites, genre promotion, information services, library card signup, or any innovative project). Each winning library will receive a $1,000 check and a plaque.

 

Materials must be received by midnight January 31, 2006 either by e-mail, fax, or mail.  E-mail is preferred.

 Siddie Joe Johnson Award Nominees Wanted!

The following need apply: innovative public or school librarians who sustain a high level of performance, who are involved in their community and in professional organizations, and who are members of the Children’s Round Table who work with children from preschool to eighth grade.

Sound like someone you know?  Make their day by nominating them for the Siddie Joe Johnson Award. The deadline is February 1, 2006.

IF Award

The Intellectual Freedom Committee is now accepting applications for the ProQuest Intellectual Freedom Award. The winner receives a plaque and $500. The deadline for nominations is January 1, 2006.

  • Viki Ash-Geisler has accepted the position of children’s services coordinator at San Antonio Public Library.

  • Osei Baffour, formerly of the New York Public Library system and the Dallas Public Library, is now at the Fort Worth Public Library.

  • Cynthia Charles is the new managing librarian for the Carver Branch of Austin Public Library.

  • Chris Dennis, who worked previously at the Euless Public Library, has joined the Fort Worth Public Library.

  • Jan Kemp has returned to Texas as assistant dean of library services at Mary and John Gray Library, Lamar University (Beaumont). 

  • Juliet Machie will become the new assistant director of Austin Public Library beginning September 19.

  • Robert S. Martin, former director of the national Institute of Museum and Library Services, has been appointed to the Lillian Bradshaw Endowed Chair in Library Science at Texas Woman's University.

  • Alexandra (Sandy) Mathews has accepted the position of branch services coordinator of San Antonio Public Library.

  • William E. Moen, associate professor in the School of Library and Information Sciences and interim director of the Texas Center for Digital Knowledge at the University of North Texas, is the 2005 winner of the Frederick G. Kilgour Award for Research in Library and Information Technology.

  • Mary Kay Wells will retire as coordinator of the Texas Panhandle Library System on August 31, 2005.

  • Eleanor Wilson will retire in August as director of library collection development from the Bryan Wildenthal Memorial Library

Eight Federal School Library Grants to Texas

The Department of Education has announced the 2005 recipients of grants from the Improving Literacy through School Libraries Act. The full list of recipients can be found at www.ed.gov/programs/lsl/abstracts2005.doc. Texas received a total of eight grants to the following schools.

Texas Digital Library™ established

Texas Tech University Libraries, The University of Texas Libraries, Texas A & M University Libraries, Rice University Libraries, and the University of Houston Libraries have entered into an agreement to establish the Texas Digital Library™ (TDL).

The Texas Digital Library™ seeks to assemble and provide for the benefit of society the combined technological advances and cultural and creative resources of the major research university systems. While headquartered at The University of Texas Libraries in Austin, the Texas Digital Library™ will operate in close cooperation with the campuses of all the university systems involved in the project.

By leveraging the resources of these major research systems, the Texas Digital Library™ will offer a cost-effective venue for the assembly and delivery of information that will benefit a variety of communities, including K-12 students and their parents, university researchers, and corporations doing business within the state and interacting with its institutions of higher education.

The Texas Digital Library™ hopes to

  • reduce costly redundancies in licensing fees, digitization and access facilities, equipment, staff and operations through centralized licensing and delivery of information resources;

  • ensure the most effective and efficient use of intellectual talent within the major research university systems in Texas;

  • ensure the most effective and efficient use of university research by the corporations and businesses requiring expertise and technological resources to sustain and grow their business models in a competitive global environment;

  • provide expertise and resources for the K-12 community;

  • provide the infrastructure to and serve as a collaborator with educational, governmental and corporate entities in information access and delivery initiatives;

  • preserve in one place, information for future generations of researchers, teachers, students and scholars.

The Texas Digital Library™ website will be launched later this year.  More specific details on content, as well as information on the variety of cooperative digital initiatives planned will be made available in the coming weeks.

Society of Plastics Engineers Donate E-books to TexShare

The Texas State Library and Archives Commission recently accepted 16 e-books purchased and donated by The South Texas Section of the Society of Plastics Engineers. The 16 titles deal with plastics and polymers and are now part of the permanent e-book collection offered by TexShare through the NetLibrary vendor.

"This is the first time in my experience that a professional society has purchased and donated a collection of e-books that fulfills their particular niche of expertise," says Russlene Waukechon, TexShare Database Coordinator. "We are grateful for this donation and look forward to other donations of e-books from scholarly societies."

Wayne Derrick, who serves on the Education Committee of the South Texas Section of the Society of Plastics Engineers, approached TexShare about the idea of the Society purchasing and donating e-books to the consortium.

Wayne was first introduced to online library books as he conducted research about childhood leukemia. "When our grandson, Ethan Funkhouser, was diagnosed with leukemia in 2002, I went to the M.D. Anderson hospital library to learn more. Their catalog showed additional books in NetLibrary, so I signed up as a member to read more leukemia books.

The Society has been donating thousands of dollars worth of technical books on plastics to the Houston Public Library and other libraries for years, as well as donating generously for scholarships going to students studying plastics-related majors. The Society allocated $7,000 for e-books and donated them to the Texas State Library and Archives Commission after learning that registered members of participating libraries from all over Texas could access technical e-books through TexShare. 

"We wanted the ability to have any one of our members be able to check out these books from their library. Our policy is that donated books will be available to all citizens of Texas," said Derrick.

UT Austin’s Model Website

The University of Texas Libraries won a bronze award for its website in the recently announced 2005 CASE Circle of Excellence Awards for Alumni Relations, Communications and Marketing, and Fund Raising. 

Awards from the Circle of Excellence Awards not only recognize professional commitment to institutional advancement, but they also honor institutions which serve as models for other organizations. This year, more than 2,800 entries were received in 39 categories of competition.

UNT’s Center Wins Grant

The Texas Center for Digital Knowledge at the University of North Texas has received a two-year, $233,115 National Leadership Grant from the Institute of Museum and Library Services, an independent federal grant-making agency dedicated to helping museums and libraries serve their communities.

UNT School of Library and Information Sciences principal investigators, Dr. William E. Moen and Dr. Shawne Miksa, describe their project, called MARC Content Designation Utilization: Inquiry and Analysis, as a ground-breaking investigation into the extent of catalogers' use of MARC 21, the mark-up language used worldwide to create electronic catalog records.

Congressional Research Made Easier

Opening a new online archive of Congressional Research Service Reports, the University of North Texas Libraries now provide free public access to the information members of Congress use to make critical policy decisions and establish national laws.

The website  –
digital.library.unt.edu/govdocs/crs/
provides integrated, searchable access to many of the full-text CRS reports that have been available since 1990. The database contains both current and older reports, so users can look for a topic of interest today -- such as Social Security Reform -- and see how issues may have changed over the last several years.

Rivera Book Award
The Tomàs Rivera Mexican American Children's Book Award celebrates multiethnic literature that reflects the contributions, lifestyles, and values of different ethnic groups. This award is given annually to the author/illustrator of the most distinguished book for children and young adults that authentically reflects the lives and experiences of Mexican Americans in the United States.

The 2005 winner and nominees will be celebrated October 28-29 at the San Marcos Activity Center and San Marcos Public Library. The festivities will include an art exhibit, book signings, author/illustrator panels, and conference sessions.

Notice of Grants and Scholarships

 Striving Readers Grant Program

The Department of Education is inviting applications for the Striving Readers program, a new discretionary grant program authorized as part of the 2005 Fiscal Year Appropriations Act. The purpose of the program is to raise the reading achievement levels of middle and high school-aged students.  

An estimated $24 million will be awarded through the Striving Readers program to Local Educational Agencies (LEAs) that have schools that are: 1) eligible to receive funds under Part A of Title I of the Elementary and Secondary Education Act of 1965 and 2) serve students in one or more grades in grades 6 through 12.  Eligible LEAs may apply individually, with other eligible LEAs, or in partnership with any of the following entities:

  • State educational agencies (SEAs)

  • Intermediate service agencies

  • Public or private institutions of higher education

  • Public or private organizations with expertise in adolescent literacy and/or rigorous evaluation

The awards will range from $1 million to $5 million. Applications for the Striving Readers program became available on August 15.  The deadline for notice of intent to apply is September 14, 2005.  The deadline for transmittal of applications is November 14, 2005. 

NEA Library Book Awards

The National Education Association Foundation for the Improvement of Education will present 36 awards to purchase books for public school libraries serving economically disadvantaged students . These awards are made possible through Warner Bros., Inc. as part of the Polar Express Reading Challenge.

School Librarian Scholarships

In honor of the retirement of founder Harold Fitzgerald, Gumdrop Books™ wants to thank Texas librarians by sponsoring $10,000 in scholarships. The Fitzgerald Family Trust is offering four $2,500 scholarships to help Texas librarians/teachers achieve their librarian certification.

Final selections will be approved by The Greater Kansas City Community Foundation.  Applications will be accepted until January 15, 2006. Many library supporters are planning a trip to Capitol Hill in Washington to show support for the E-rate program.

Organized by the ALA Washington Office, E-rate lobbying day will be held on September 29th. A morning briefing in the ALA Washington Office will be followed by visits to Congressional offices. This is an opportunity to show legislators that you support this program, tell the stories of its success in your libraries, and speak on the vital importance of the pending legislation.

If you would like to participate in E-rate Lobby Day, please send an e-mail to Erin Haggerty at ehaggerty@alawash.org. If you would like to participate but are unable to travel to Washington, you can email or call your members of Congress on September 29th to tell them about the importance of the E-rate to your library.

National Survey

In May 2005, ALA launched an online demographics survey of members to help the association know itself better and be better able to describe itself to others.  As of August 16th only 1,945 members have responded, less than 3% of total membership. If you have not yet completed the survey, please take a moment to participate. To access the survey, simply visit the ALA Website (www.ala.org) and click on the ALA Member Demographics Survey icon. 

The survey is quick, completely confidential and will help make ALA more effective and responsive to you, the member. As ALA moves ahead and gathers information, it will update members on the findings.

ALA Needs You

ALA President-elect Leslie Burger is seeking applications and nominations for members to serve on the 2006-2007 ALA and Council committees, with the appointments to be effective at the conclusion of the 2006 Annual Conference.

Letters of application and nominations should include a brief summary of the nominee's qualifications for the committee(s) to which she or he is being nominated.  Applicants may apply electronically by completing the form at https://cs.ala.org/burger/volunteer.html.

The site was created to assist all types of libraries in demonstrating the value of their services to decision-makers. The information is packaged to show return on investment.
