Evaluates applicants for professional counselor licensure; issues temporary, provisional, and regular professional counselor licenses; develops and administers the Texas Licensed Professional Counselor Examination; renews professional counselor licenses annually; approves continuing education providers and programs; receives and investigates consumer complaints regarding counseling services; initiates disciplinary actions against professional counselors who are found to have violated state law or rules relating to the professional counselor license.     Oversees community health services, state hospital programs, alcohol and drug abuse services, and former Dept. of Health programs. Earlier Texas Dept. of Mental Health and Mental Retardation ceased operations on 1 September 2004, and its functions were split among the Texas Dept. of State Health Services and the Texas Dept. of Aging and Disability Services.
