I. House Appropriations Article I Subcommittee Hearing Set for February 12, 2013: CALL TO ACTION!

The Texas State Library and Archives Commission is scheduled to appear before the House Appropriations Article I Subcommittee on Tuesday, Feb. 12 to present its proposed Legislative Appropriations Request (i.e., budget). The hearing will start at 7:30 am in room E1.030 at the Capitol. The hearing will occur during our Library Action Day so supporters have a great reason to contact their legislators’ offices!

Library supporters are urged to contact their own representatives, especially if they serve on the Appropriations and Article I subcommittee.  Please ask your representative to promote funding for libraries by approving the State Library’s Exceptional Items Requests. (See Library Issues below for more details.)

II. Library Issues – Funding! THIS IS WHAT WE ARE ASKING FOR! CONTACT YOUR STATE SENATOR AND REPRESENTATIVE TODAY!

Ask your state senator and representative to actively support funding for libraries by supporting appropriations (i.e., funding) for library initiatives in the State Library budget and by talking with colleagues who serve on the House Appropriations or Senate Finance Committees.

What We Want: Support of the State Library legislative appropriations request, especially the exceptional items (i.e., request for additional funds) for library programs.

  1. 1.      Shared Digital Content – $9.25 million over the biennium for digital (electronic) materials for all types of libraries. Resources include curriculum materials, college preparation, research, job searching, career and test preparation, and other assistance in helping people reach their economic goals.
  2. 2.      Innovation Partnership Grants – $3.4 million/ biennium for training and programming built on local partnerships and innovative practices to advance educational attainment, workforce development, and written and digital literacy.

Why we need this funding: Texas libraries are struggling since the loss of statewide funding last session. The partial restoration of state funds will help deploy the workforce and educational resources Texans have come to rely upon.

Without a reinstatement of state funds, the State Library may be unable to make a successful case to the federal government for a continuation of crucially needed federal dollars for Texas libraries.  Because of the state cuts last session, Texas may lose up to another $9 million in federal funds in 2015! We need these funds to support TexShare, library programming, and interlibrary loan.

 III. Library Virtual Action Day, February 12, 2013. WHAT ARE YOU PLANNING??

What are you planning for TLA’s Virtual Action Day on Feb. 12? Tuesday, February 12 will be a great opportunity for library advocacy since the House Appropriations Subcommittee will meet on that day to hear testimony on the State Library’s budget!

As you know, we are asking library supporters to take action on Tuesday, Feb. 12 in support of Library Virtual Action Day.

What does this mean?

It means we want you to kick off some great advocacy activity right in your home community. Involve your friends, students, parents, public, and supporters.  Get them to:

  • Write letters to legislators and fax them in on that day
  • Send emails to your state senator and representative
  • Call your legislators’ offices and ask to speak the staff person who handles funding issues and/or library issues. Introduce yourself and tell them you are a constituent and want to let your elected official know that libraries need their support.
  • Post a message on legislators’ Facebook pages asking them to support libraries
  • Post a message to your friends’ Facebook pages asking supporters to also contact their legislators and ask them to support libraries
  • Send Twitter messages
  • Email legislative offices a photo or video of your library in action (or get your supporters to do so)
  • Think of creative ways to get the message to legislative office on Tuesday, February 12.
  • Send legislators Valentines for libraries!

 The goal is to create as much communication traffic in legislative offices as possible.

Okay, so what do you need to know?

 The main thing you probably want to know is: What do I tell them? What do I ask for?

In short, you are saying: “I am contacting Rep. X (or Sen. X) to ask him/her to support libraries by helping us get needed funding for key library programs. We need the Legislature to fund the State Library and Archives Commission’s exceptional items requests (i.e., the agency’s budget request for additional funds) for library programs.”

The one page issue sheet linked above provides additional information you can use but feel free to describe the needs and impact of your library as well!

IV. Update and Bills

The Senate Finance Committee heard testimony on Tuesday, February 5 on the State Library’s proposed budget for the 2014-15 biennium. State Library Commission Chairman Mike Waters and Interim Director Ed Seidenberg laid out the agency’s funding request. They noted the current search for a State Librarian and the importance of funding all of the agency’s exceptional items requests (i.e., budgeted requests for additional funds beyond current spending).

Later in the day, several library advocates testified on behalf of libraries and pointed to the importance of digital online resources, TexShare, support for the K-12 community, and funding for innovative partnerships for workforce development and literacy. They also supported testimony on the devastating impact of losing federal funds in 2015 if additional state funds are not appropriated for library programming. Library witnesses included: Jesús Campos of South Texas College, Yvonne Chandler of UNT, Rhoda Goldberg of Harris County Public Library, Bonne Gonzales (CEO of Workforce Solutions in South Texas), Jennifer LaBoon of Fort Worth ISD, and Gloria Meraz with TLA. Susan Mann of Hillsboro Public Library, Kyle Ward of Texas PTA, and Maegan Ellis of the Central Texas Literacy Coalition were also present to show support.

HB 374 (Guillen) – Rep. Ryan Guillen (D-Laredo) has introduced HB 374 which gives certain development corporations the option of undertaking projects to support community libraries. This proposed legislation was filed last session and passed the House. The session concluded, however, before the bill could clear the Senate. The library community is grateful to Rep. Guillen for his continued support of this issue and libraries.

HB 693 (Phillips) – This bill would grant authority to a water and sewer utility to collect voluntary contributions on behalf of a local library.

HB 1025 (Pitts) – This supplemental bill for the current biennium, if approved, gives the State Library Commission the authority to raise the salary level for the State Librarian.
